I believe that the PS3 was the only console ever to have a variation of Steam on it, and that was just for Portal 2 if i remember correctly.
You can stream to a Smart TV, Phone, Tablet, Laptop... from the main Gaming PC. Or you can install Steam Mobile to have access to Store, Friends, Profile, Community Forums; on those such devices where Steam Client can't run on.
PC you have many places to get games from and also cheap, not just during sale periods. Plus you can buy Xbox Pass and have all those Xbox games on a Win10 PC.

With consoles they're rigidly controlled. So it's usually really obvious if you can do something, and both Steam and Box would have info how to do it. And if they don't, and it's not obvious how to do the thing you're asking, and you already don't think it would be possible, but hope there's a (long shot) chance. You're already 99% of the way there.
