Do I need to upgrade my CPU for RTX 3080?
I have an Intel i7-8700k and use a RTX 2080ti. I am thinking about upgrading to a RTX 3080 but am wondering if I should upgrade my CPU or is the 8700k still a good CPU?

The monitor I use is 1440p at 165 hz

you don't really need to.
What about a ryzen 2700x?
if you don't mind a minor bottleneck there is no problem i guess,we are talking about few fps really..and if you lock them let's say at 60 there is no problem i guess.
(that's just my opinion,im not an expert)
Im running a ryzen 5 3600 tough,i had problems using the rx 590 with a phenom ii 955 be,but those new cpu will probably won't affect that much the gpu
Look at 3080 reviews, really isn't worth going from a 2080 Ti to 3080 unless you're playing games that support raytracing and play at 4K.

In most modern games you're only going to see a ~20 FPS difference between a 2080 Ti and 3080. Most of the large performance gaps are in raytracing performance, not rasterisation.

At 1080p you need best CPU you can get becouse that's the only bottleneck. At 1440p and 4 k your CPU is perfectly fine
There is nothing to upgrade an 8700k to. The 8700k is a 10600k but with a different socket and that's about as good as it gets. You could go 10700k or 10900k but fps difference would be next to zero. 11th gen is to be released in Feb 2021 and that would be the time to look at upgrading.

100%

After seeing test results, the difference is minimal, but none the less an upgrade.

Well while I personally wouldn't do it, you could certainly upgrade to an i 9 9900k... but I've always felt Intel has pretty effectively hobbled the CPU upgrade concept. The only exception is if you've got a real low end Intel CPU and want to upgrade to a high end. I could talk myself into going from an i3 8100 to an i9 9900k quite a bit easier than any i7 to i9 (assuming compatible motherboards)

I too have the 2080ti with an i5 9600k, play at 1440p, 144hz and will not be upgrading to the 3000 series. Like Escorve indicated, if your not interested in 4k and wanting ray tracing at higher fps, it make sense to stay put. The 3000 will have moderate fps improvements over the 2080ti in standard play but should see very good performance increases with 4k and RT activated. My next card upgrade will be the 4000 series and a 4k monitor.
You probably won't have to worry about that for a few months lol
