Fps drops and stuttering in all games despite replacing PC three times
Hello all, I shall attempt to keep this brief....


Long story short, I got into PC gaming back in 2017 with a pre-built PC, it ran games really bad from the very beginning. I tried to fix it for over a year but nothing worked. I ended up buying another pre-built PC back in 2018, same thing, all games run so bad, constant fps drops and stuttering every few seconds... Move along to June of this year and I decided to build my own PC, all new parts, RTX 2080 SUPER, i9 9900k, 32GB RAM etc..... Runs games terribly just like the two different PCs before it. It can't even run basic games like Minecraft, but again, this affects every single game I have ever tried to play on PC.


Now, considering I have owned three separate PC's with all different parts, its very safe to assume that the parts themselves are fine, so if it's not the parts, what on earth could it be? Because the temps are fine, the PC is working fine only up until I attempt to run any games.

I feel like I have tried almost everything at this point...

- Reinstalled Windows
- Disabled Xbox DVR
- Turned off G-Sync
- Turned of V-Sync
- Low and high in-game graphics
- Disabling that windows feature for fullscreen optimization
- Windowed and Fullscreen mode
- Defragmented SSD
- Nvidia Experience overlay disabled
- Tried Empty Standby List
- Reinstalled drivers with DDU
- Check if my BIOS is on the latest version
- Changed all parts including case three times
- Tried Windows 7 & Windows 8
- Tried both Intel & AMD CPU's


I have tried a lot more things, but the fact that I have basically tried three different PCs at this point, I can't see it being an issue with the PC itself.

Helps sometimes in Nvidia cp to set virtual cpu frames to 2-3
How old is your house? Dirty power or electrical interrupts can sometimes result in inconsistent system performance without it being obviously a power issue.

Well, we recently got an extension to the house which meant new wiring. I had the issue before and after.
Something is interrupting the game. My guess is you have a windows function that is running in the background. Have you switched off virus scanning on your Steam folders? Go to settings, virus and threat protection, manage settings, exclusions, add or remove exclusions, add all of your steam folders so, C:\Steam, E:\Steam or whatever.
Surely it's the internet connection... Are you saying there is an issue with offline games as well as I don't see how that would be possible unless it's a software/user issue somewhere?

It does it offline too.
Can't speak for the Halo 2 or Battleifled V videos as I'm not too familiar with those games, but Minecraft, which I'm really familiar with, is running more than fine in your video. It's hard to say for sure without seeing your video settings (namely, render distance), but being able to generate a new world and start moving/looking around that frantically without impact is not the norm in my case even on higher end hardware sometimes. If you're presuming there is an issue because those graph lines aren't consistently straight, good luck getting that in Minecraft in a newly generated world.

It does it offline too.

You've had the issues since the beginning and changed your setup 3 times already and unless you are using ANY hardware like a possibly faulty keyboard or cable, then it has to be something you've installed or configured on all 3 systems. It could even be a malfunctioning driver or malware from a usb/hdd etc you've always used.

Would suggest trying Latencymon first and and see if it shows when you get stutters in your game. Have you tried disabling all non critical services and programs from startup using something like Autoruns or msconfig?

Just saw your Halo video, definitely check with Latencymon.

I loaded up Latencymon, loaded up Battlefield V and was getting the spiciest fps drops, constant stuttering for an entire match, I exit Battlefield V after playing for like 30 minutes and Latencymon says..... "Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops."


Just to add, my PC is getting more than enough air as well.

pc runs fine during benchmarks, but stutters when playing a game.

have you tested out using a different (non-gaming) mouse?
Reset your PC? Your situation is really odd actually. Maybe a clean install and redownloading all of your drivers might fix it.

It's not the parts, this is my 3rd PC. Each PC had new parts.
have you tried turning off windows 10 game mode ? its on by default read it can cause micro stuttering.very strange its across 3 pc builds theres a common denominator somewhere.
