What sort of fps should i be getting?

So i just reinstalled windows and i still get around 250 fps nomather what settings i use ingame am im missing something?

You're CPU bottlenecked, and all the ingame settings except for multi-core rendering only affect your GPU.

Your CPU is awesome, but back in the day a lot of game engines, like the one used for CS:GO, were created with 8GHz processors in mind instead of 8-core ones. This particular game can't even utilize 4 cores fully, so say i9 will have pretty much the same performance as i3 as the only big difference between those CPUs is the number of cores, not per-core performance. You've got CPU with K index, so I assume you've also got Z-chipset motherboard - you can disable SMT and overclock your CPU higher to get more FPS. You can also overclock RAM and/or reduce memory latency to squeeze few extra. But honestly - there's no point in this with your performance. With 250FPS your frametime is around 4ms, with 500FPS it will be 2ms - such a little difference you won't even notice, and there is no PC yet available that can run CS:GO at 500FPS+ as far as I know. The higher you go - the less is the latency difference for each next frame per second, 240 is pretty much all you need for competitive gaming. Sure nothing's ever perfect and there already are 300Hz screens available, but I personally thing it's a bit too much.

Don't worry about, you're getting the fps you are supposed to and more won't matter.
