hey, good server for gaming hosting?
im looking at a r710 with an X5680/24 gigs of ram. will that be good for hosting gmae servers? if not what should i get?

Which games and what kind of maps, how many players, etc...? Building your own is what I'd suggest, that server has an 8 year old CPU.
Modded terraria (probably 2 at the same time) I’m also thinking civ 5, and Minecraft. I know it’s kinda old, but I don’t really want to spend a ton of money. Any better recommendations?

Add a cheap but decent PSU, case, very low end GPU and the rest would set you around $500 for a server that is like 1.5-2 times stronger than the one you were looking.
do you know of a good bare bones server to add the cpu/mobo/ram to? But yea I grew that one looks a lot better.

Another option would be to dispense with the hardware investment altogether, and just outsource it. You can take a look at some game-server hosting services, ranging from bare-bones VPS to fully managed (depending on how much/little you want to spend, and how hands-on you want to be), optimized for the types of games you mentioned.
Gameservers.com and FragNet are just a few that come to mind.
8 year old cpu or not you would have more than enough power for 90%+ of game hosting for single or small scale servers on your original hardware.

Having the OP option dedicated to any one or few games will offer more raw power to the game than most VPS systems where you are on a limited set of shared resources.

The cpus in the data center are by far faster, but none of them (or only a couple threads) will be put towards your personal vps, compared to the whole of you local server.
Westmere is such an old platform, therefore it makes no sense to go for it. IPC is poor unless you overclock the hell out of it and all cores are saturated, and it's also very inefficient.

For $150 he can get a Haswell barebone which would be a far better option.
