Add a cheap but decent PSU, case, very low end GPU and the rest would set you around $500 for a server that is like 1.5-2 times stronger than the one you were looking.
Gameservers.com and FragNet are just a few that come to mind.
Ivy Bridge CPUs are cheap, board and RAM wouldn't come in expensive either.
Having the OP option dedicated to any one or few games will offer more raw power to the game than most VPS systems where you are on a limited set of shared resources.
The cpus in the data center are by far faster, but none of them (or only a couple threads) will be put towards your personal vps, compared to the whole of you local server.
For $150 he can get a Haswell barebone which would be a far better option.
