- Remove all devices except for the flash drive from the boot order and disable network boot.
- Try booting from the flash drive both in UEFI and Legacy mode. This can be done in the boot menu, the flash drive should be listed twice in the boot menu.
- You can try switching the BIOS from UEFI to Legacy.
*If the OS is installed in Legacy you will have to switch to UEFI later to get the best performance.
- Try a different flash drive.
And could this simply be an issue because I downloaded the software on a mac instead of a normal pc?

I think I'm just going to re format it, download the media creation from a different computer tomorrow and try again.
idk if it has a mac version but using a windows pc would take less than 30 minutes.
No u dont; and u dont want FAT32 anymore; thats dead.
Download JUST the ISO; do the rest with RUFUS
Which will do everything else properly after selecting the ISO within RUFUS
Best guide showing the difference is here[tinkertry.com], legacy (older) BIOS need MBR partition with NTFS filesystem and newer BIOS needs GPT parition with FAT32 filesystem.

Every option listed was auto-filled out after adding the ISO as what I will be backing up / formatting the USB flash drive with. The USB device here is a USB Flash Card Reader Adapter w/ MicroSD 16GB installed.
