If it's in Programs and Features or Apps and Features, I would de-install it after scanning. It's not offered in the Microsoft Store either, it seems.
Answer: No, never saw this and I've installed Windows every which way. What I would do is double-check every download to make sure there's nothing bundled in there. Sometimes, that's how these strange things find their way onto your system.
