would this build be good enough?
Ryzen 5 1600 AF is a better deal than the 2600 if you can find it for cheap enough -- its MSRP is 85$ US but it's basically identical to the 2600.
The 3600 is good, as is the 5700 XT. The 5600 XT is in a tough spot, as the 2060 KO model from EVGA is a strong contender.
As for the build, I would change:
1. GPU -- RX 590 is inefficient and doesn't perform much better than the 1650 SUPER which costs less and uses considerably less power. You're better off with a 1660 SUPER if that's all your budget allows, otherwise the RX 5700 series is great price/performance value.
2. PSU -- Brand and quality mean so much more than the label wattage and rating; not all 80+ units are created equal. Stick to SeaSonic, Corsair, and EVGA for reliable PSUs, but avoid the cheaper models if possible.
A system with a 5700 XT and 3600 should have at least a 600W PSU. With a 1660 SUPER, you can get away with a 500W unit, but an RX 590 can use more power than a 5700 XT and would be better off with a 650W. RX 500 series GPUs are an older architecture and are horribly inefficient.

And there's another philosophy to think about: It's better to have it and not need it, than need it and not have it.
There's nothing wrong with having a bit extra RAM, storage space, etc. so long as you can actually afford it without affecting the quality of other components in the build.
Not to mention, DDR4 is getting stupid cheap now, and DDR5 is going to become a standard within the next few years. After that point, DDR4 will start to increase in price over time as retail stock of DDR4 starts to plummet due to it being rendered somewhat obsolete as far as brand new hardware configurations are concerned. So chances are it's best to buy more DDR4 now before the value starts to rise after it's replaced with DDR5. Right now, for around the price of what it used to cost for only 16GB DDR4, you can get 32GB DDR4.
