In order to bring it from $1400 I did this...
CPU went from 3700x to 3600x (stock cooler)
Ram went from 32 GB of ram to 16 GB
SSD for the os went from a 1TB to a 512GB
If you really want to drop it another $200, you can considering you just stated you're perfectly fine at 1080p and I'm guessing your display is 60hz. You can shave $200 off the video card and get a videocard that can still game at that just fine. The rtx 2070 will be outdated when the rtx 3070 comes out. The rtx 3070 would be $500 and more powerful then the rtx 2070. It makes no since to get it. When something new come out for the same price.
Well, I'm saying obviously if the 3070 isn't out yet then it's not possible to get it which is why I put the 2060/2070 Super there. He's asking for builds like NOW.
True, but he should wait for a few months parts would be way cheaper which would also increase his budget.
Well, Yeah it does make sense. But still offering him possible builds for him to eyeball will only help him in the long run. The more he looks at it will sink in to his brain and help educate him so that by the time the 3000 series comes around he probably will actually know what he's doing. If he doesn't look at anything UNTIL the 3000 series comes out, he's going to start off where he is right now, knowing nothing.

For a cpu cooler the stock fans that amd cpu come with would be good enough, as long as you have good air flow in your case.
But let's revaluate your budget really quick. This is what you have so far:
*CPU - amd ryzen 5 3600x: $210
*GPU - (let's wait and see if we can lower down your budget a bit more)
*Motherboard - I'll get a different one at the same price the one emoticorpse sent you that one requires a bios update.
*Case - (get this instead of the other one) cooler master masterbox n600: $70
*Case fans - Noctua NF-P12 redux-1700 PWM (get 4-5 for now) there $14 a piece.
*CPU cooler - the stock one should be fine for now.
*RAM - Patriot Viper 4 Blackout (x2) 8GB 3200MHz: $43.
*Power supply - get one that's 80+ BRONZE 600W - 650W for $60-$80.
*NVME card - you can get one next year or scearch what it is and what it does on google to see if you really need it.
*Windows 10 64bit - $140
*Storage (what were you thinking of doing again) you were saying that you would get an ssd and put it inside of your old desktop, and take out the HDD and put it inside of your new desktop and that you have a 3TB one as well.
For the storage if the HDD has the operation system installed on it I'll just leave in in the old desktop instead. So you don't have to reinstall windows all over again. If you have a 3TB hdd already and can use it inside of the new desktop then I believe you have enough storage space for now. You can always get more storage, just make sure the pc is powered down for now.
