The whole cpu overclock routine gets futile if your gpu is pathetic too.
Those FM2 cpus lack L3 cache which makes them in a sense an athlon and pretty much any other cpu is better like the x4 9xx PII and FX6300 but like I said it depends what gpu you've got paired up with it.
I could underclock it to r7 level and then i should eliminate the stutter but i dont want constant 30fps like i used to get cause im not a console peasant. :D
IMO cpu bottleneck doesn't cause stutter quality settings do, don't under clock your 1050ti.
Ps, I looked at your games and yup GTA V / PUBG are tough ones on the cpu.
100-200h with old r7 that's in the apu, constant 30fps on 1280x*something* and no stutter, just console experience.
*rest of time* after my r7 died i got 1050ti and its just 100 fps basically with hell lot of stutter.
as of pubg, its just hoses taking 5min to load.

I have a laptop that has an A4 in it...went from 1.9 GHzto 2.5GHz eaasily (note that they will purposefully underclock laptops to reduce heat gengeration...I have not had any issues so far except for a shorter unplugged battery life as a result of the OC).
GTA V runs ok ^ not well but okish on your hardware.
PUBG that's another story your cpu is just no good regardless for it.
You picked the worst CPU platform going not because it's amd but because it's FM2.
Ps, bump the res up 1080p that puts more load on the GPU, at 1280 x whatever you're putting the majority of the load on the cpu to keep up with the gpu..
should i do ultra graphics too as it may get me less stutter??

Im having like 100% more stutter, higher fps without stutter. The textures sometimes are super low poly and stuff like that.
Did you DDU your old amd GPU drivers out of there.
Superantispyware and malwarebyte have been run and all cleaned up, defrag hdd after.
Avoid high grass settings and shadows in GTA 5, no more than x2 mssaa iirc.
Ps, I slapped a GTX1070 on my FX8350 imagine the bottleneck going on but GTA 5 is smooth, mostly cranked and FPS is 50-90ish + 1080p.

GTX960 same as 1050ti in DX11 but on a x4 PII ^.
did everything in windows settings to get max out of it.
removed everything for dead r7 so it even has pretty much no proof of existence in my pc.
removed all antiviruses and im now having much less cpu use. (only windows one running)
all settings except of resolution are at minimal/ off.
i have 8gb ddr3 ram
apus are very weak in my experience they match core 2 quad clock for clock. so its essentially like owning an oced core 2 quad
