A 3930k is on-par with an R5 2600 yes, as the 2600 is slightly better. This gap further increases (slightly) compared to the 2600x. Everything else you said, a 2060s or a 5700 is all the OP needs. Please stop trying to up-sell them on a card they don't need.
It seems you missed "OCed" part. And "Max AA/DSR" part. Idk, google SSAA if you don't get why OP wants a high end card. It's a matter of misunderstanding, as max DSR 1080p is 2160p, and that requires something way better than 2060S.
Man, come on, it was exactly what you did with your "Your CPU is going to choke a 2080s", while in fact there ain't even such thing as "choking the graphics card", as all CPU does is pass frame data to graphics card so it would make it pretty. CPU can't and doesn't affect graphics card's performance, and even if OP's had low-end CPU - it would still be enough in most games 1080p DSR. OP has clearly stated why he wants a better graphics card, and that is running games with heavy antialiasing. Considering a lot of modern games don't have decent AA techniques thanks to deferred rendering, SSAA is the best way to avoid aliasing and shimmering. 1080p DSR is 2160p picture downsampled to 1080p, with each pixel's colour being an approximation of 4 pixels' colours, initially rendered by the game. That thing is demanding as hell. Want me to show you 99% GPU load with dual core and 1080 Ti?
You only need an upgrade if performance is below requirements.
However the 30% figure is an average across cpu threads. So it isn't an indicator of load vs capacity because games don't use all threads to the max.
Regarding brands, check out tech reviews on the web. I wouldn't trust any recommendation made on this forum.

Compare gpus on the official makers site, then cross check those models with what you see actually available for sale online, such as via retailers shown through PCPARTPICKER.COM or other good sites.
