in one time boot menu? also secure boot is always on
No, ENTER THE BIOS
Disable secure boot and uefi.
i have tried that, it automatically switches it back ON.
Then you are not selecting SAVE & EXIT
there is no save and exit, i think its bios revision a18 so its nothing visually like the gray and blue one
There has to be a save option. Otherwise exiting the bios or rebooting won't save any changes.

When in bios and make a change, when done press F10 to save and exit and then select Yes
pressing f10 does nothing, also, im in bios setup, is that bios?
there is always a save and exit (or discard changes and exit). otherwise bios settings do not get changed.

( also, use usb 2.0 ports for your keyboard and mouse. )
how am i supposed to know what usb port it is just by looking at it

USB 3.0 ports are blue, USB 2.0 are the black ones.
Black/ Yellow usb ports are 2.0
Blue/Red are 3.0/3.1/3.2
sorry to be inactive, i ordered a new usb ( i think 2.0 or 3.0 ) and that may solve the problem, but still, theres no saving option in the BIOS setup

F10?
nope, that dont work, doesnt even do anything
Then try pessing ESC when in the bios, see if it asks to save or not. It should say along the bottom of the bios config screen which buttons or button combos do what.
