Try active@partition recovery. I've had luck with that in the past.
create a new bootable usb installer windows 10 build 1909 using rufus.
needed:
windows 10 ISO download (https://www.microsoft.com/en-us/software-download/windows10ISO)
usb flash drive minimum 8GB
rufus (https://github.com/pbatard/rufus/releases/download/v3.8/rufus-3.8.exe) (or windows 10 media creation tool)
working computer

from a working computer, create a bootable windows usb installer using rufus or windows media creation tool.
boot from this installer in your problematic device
when prompted, install windows 10 on drive C.
your old windows installation will be placed in a folder called "windows.old"

is rufus safe? other computer is used by sibling and is EXTREMELY expensive

rufus is totally safe used it here many times .. for older ISO's

also you can just use the MS media creation tool and a blank 8 gig usb stick
https://support.microsoft.com/en-us/help/15088/windows-10-create-installation-media

used that to even make DVD copies of the Win 10 OS install
you'll get a prompt if you want to make DVD or use USB

you may need a DL dvd as they hold up to 8 gig of data if ya choose DVD

Rufus 2.xx or ImgBurn
either are fine for wiping usb flash drive with an OS ISO. It will handle everything needed. Just be sure no files on the usb as it will get wiped during the process.

If doing DVD, single layer 4.7gb is fine. The ISO is only slightly above 4gb, which is why a 4gb usb won't be large enough.

You can use the MS media creation tool to do the entire process without any 3rd party tool. Just insert blank usb flash drive, 8gb minimum, right click the media creation tool from C drive, click Run as admin, select usb and then English, Windows 10, 64bit. It will do the rest.

does it have to be blank though?
-=SOF=-WID99 15. des. 2019 kl. 10.52
yea the thumb drive will get wiped during the media creation process

you can grab an 8 or even 16 gig USB thumb drive for a few bucks at many office supply stores

If it's not blank, copy the files to local disk drive, then after the win10 usb is created, put the files back onto it again. I do that all the time, or even use my Win10 flash drive to extract bios updates to so I have a usb to do those from.

16gb usb 3.0 flash drive is about $5

can i use windows installation media? seems good to me

It will be too old.
This is why we make the usb again every 6 months or so. So you actually install the current Win10 build. You don't want to go through a multi-step os upgrade process after its installed, hence the point of this very process. Just wipe out your usb flash drive. The ms media creation tool will do everything needed once it's started and you select what I said in post#6

^ what he said ....when your done your windows install just go to to your laptop / or motherboard makers web page and download any additional chipset or sound or lan drivers you may need .....and get your updated vid card drivers direct from Nvidia or AMD ..or even Intel ..if thats all it has.

Nvidia.com
AMD.com
Intel.com
