Also the GTX 1070 is only slightly stronger then a RX 480 8GB. which is a minor upgrade but wont do anything good in CPU ehavy games where you pretty much crippled your performance by taking the gamewise weaker CPU.

does not matter. Ryzen ahs no iGPU. If he connects to the motherboard he wouldnt have a pciture at all.
Also do not forget to wipe all AMD display drivers.
You should actually put the 1070 on the skylake pc just to be sure that nothing is wrong with the GPU.
If you see huge gains there the performance difference can be pointed to your CPU.
And my personal view i wouldnt switch from an 6700K to 1700x as intel was always better in putting more frames.
It might like AMD cards more then Nvidia ones.
The i7 would give you better gaming performance then the 1700x since it has a much better single core performance. And games like single core performance.
No idea why you did this sidegrade, you could have bought a 1080 or Vega 64 instead of a entire new system.. your old CPU is still one of the best gaming CPUs there is. And the GPU wasn't all that bad either.

FarCry 2 and 3 use the same engine. If FarCry2 was set to D3D9 mode, it would run perfectly fine. If it ran in D3D10 mode, it would automatically choses the lowest possible refresh rate possible. Does that issue still apply for FarCry3?
On other hand his 1070 should give quite a lot of extra performance so the issue is elsewhere.

an i7 6700k IS PERFECT
Your problem with that system was the GPU, Not the CPU
a GTX 1070 would have been a great match for it
Either way, i would not call that an upgrade.

Did you manually install the 1070's drivers or did you let Windows install them?
But you should be getting more FPS overall, what were your old CPU clocks like ?
Have you overclocked anything or changed screen Res ?
Any chance you could download and run the free version of 3dmark firestrike and link the results page to us ?
It's one of the fastest and easiest ways to see if there's a major conflict somewhere.

2. The RX 480 to GTX 1070 is about 50% performance difference, the 1070 isn't close to the word "slightly" it is an upgrade.
The i7 6700k has better IPC, giving you better single core perfomance, over the Ryzen R7 1700x, the Ryzen R7 1700x would beat the i7 6700k for multitasking perfomance.
3. When you install your new GPU, always use DDU in windows safemode, to wipe the video drivers off the system, then install the GPU drivers, which I recommend downloading the latest, or older drivers that works best for you.

4. When you switch motherboard, and CPU, I hope you done a complate clean Windows install, and not just swap motherboard, and CPU.

5. Please get a hardware monitor software, then tell us how hot the CPU, and GPU has gotten while playing your games, under load. Also tell us the usage as well for CPU, GPU, and RAM, so we can know if there's an issue for that as well.
I would recommend using MSI afterburner with Rivatuner because you can stay in the game, seeing the stats, and all, which you can also take a screenshot ingame using the Steam overlay which you can upload it to Steam, then post it here, which we can see it, make sure to pick a color that isn't going to bend with the game background.
