Way to refresh Windows without restarting? Color Calibration going back to default
So I have 2 different monitors with relatively different colors. Tweaking the settings inside of the monitors as best as I can and then using Windows Color Calibration to create a Calibrated Display Profile and set it as my default to make them near identical colors.

However some games I play reset my Color Calibration settings back to default. Apparently this has something to do with DirectX. Don't have a problem with it when I'm gaming as I'm playing on the monitor I don't Color Calibrate on. But once I exit the game and back on the desktop its still at the Windows default color and the only way I can get my Calibration back (that I know of) is by restarting my PC.

Just curious if there is a way to like say, refresh Windows so that it'll use my Color settings without actually restarting my PC?

Try refreshing by pressing F5 with focus on the desktop. Not sure if that will help but worth a try.

If you have a Nvidia GPU, use the Nvidia Control Panel instead of the Windows calibration tool. It gives better fine-grain control over each monitor with settings that will stick after exiting a game.

There is surely a similar config tool for AMD, but I don't play for Team Red so can't say for sure.

You can also check this site for the preferred monitor settings for each of your displays. Once set, tweak them with the Nvidia control panel.

Have you tried logging out and logging back in? Not sure if it works for color profiles specifically, but I know signing out works for some display-related settings like display scaling.
