I would recommend getting a skylake setup. I5 6600k air/AIO/Custom loop, a z170 motherboard, and 16GB of DDR4 Ram
Monitor your hardware and tell us what happens to usages, temps, etc, when this issue occurs.
The monitor you are using is native UltraHD 4K however, so keep that in mind. A single GTX 1080 just can handle 4K smoothly (most of the time you would need SLI - multiple cards).
I would say you either have a bottleneck via the CPU or Monitor...
Is there a friends monitor or something you can use to test, which is native 1440p resolution?
You should trying avoid HDMI cable (specially older versions - get at least 1.4 or better to support that 4K monitor).
If possible, use DisplayPort 1.3 or better, else DVI-D (Duel-Link) cable - with a pc monitor.
I just finnished playing a bit of Bioshock remastered, getting some visual tearing, and the lighting is mostly in theses weird vertical bars, hard to explain... but no delay in my controlls.
Considering that you are on a TV, it could just be the way it is handling signals under 4K/60hz.
Tearing comes from not having synchronization between frame rate and refresh rate.
TVs are not the best for gaming. I'd recommend a monitor. TVs have a lot of extra processes, while great for movies and such, are not that great for gaming.
Just to clarify for my own ignorance sake.
My TV is 30hz refresh rate, so 60fps will cause some flickering. The short delay on Dark Souls is due to CPu trying to keep up with all dem pixles?
Darksouls3 at 1440p runs at 30fps, and is locked there, didnt notice any tearing but there was a long delay in controlls.
At 1080p its at 60fps, very minimal tearing, no delay.
Bioshock remastered, ran 60fps, no delay, lots of tearing, especially with lighting.
A 4k Pc moniter is in the list, but wasn't going to be buying mobo/cpu and moniter for some time, was hoping the TV would do the trick for the time being (and for the most part it is).
Would getting myself an HDMI2.0 help? Or should I not bother, at least untill I have a better setup going?

It is only 4k/30hz? Ouch. Then anything over 30 FPS will definitely cause tearing.
The delay comes from the vsync. Not only do you have latency from the process of vsync, but you only have 30 frames to display. Latency will always be high in this situation.
Running at 1080p 60 FPS, you have more frames to display and are not syncronized, which is why you don't have as much latency, but you are getting screen tearing.
Well, what is the TV model? If you truely have a 4k/30hz TV, then there is nothing you can do, other than get a new TV... or better yet, get a monitor.
If it is supposed to be 4K/60hz, then we might be able to find a solution.

In my display settings in Nvidia controll panel max it gives me is 30hz

Windows itself wont show the option to change refresh rate to anything above 30hz
Check settings on the TV. It could be that certain visual filters only work at 30hz. Turn them all off, as they only add more latency.
Unless the HDMI cable you are using is super old or cheap, I doubt it doesn't support 4K/60hz. As long as it is "high speed" then it will work.
Despite what many believe, there are only really two different kinds of HDMI cables. The version number is simply an improvement in signaling technology, which has nothing to do with the actual cable. Many kinds cables are like this, in fact.
What HDMI cable do you have?
Any visual filters, or settings I can turn off have been. There is an HDTV/PC setting. Tried both and nothing. PC mode seems to just auto-disable all filters/effects.
Does it say "high speed" or anything similar on the cable? Or does it say anything about speed or have any numbers on it?
If not, you could easily pick one up on Amazon for $5-10 CAD.
There was a really obscure setting on my TV, it wasn't in the picture settings. Compatability mode, I turned it off, screen flickered, and now its at 60hz display.
Brought up DS3, no tearing, no flickers, no delay, 60fps. Time to get my face punched in.
Ah, ha! Figured it was a setting. I doubted that it had anything to do with the cable, as you were already doing 4K, which is more bandwidth than a standard HDMI cable could do anyways.
