AMD's claimed clock speed is a long running joke; 4 GHZ on an AMD is worth about 2.5 GHZ in real-world performance.
You're going to have to.
What's your budget, and what kind of games are you actually wanting to play? This is important, there's no point me recommending a 400 Euro GPU if you can't afford it, or a 50 Euro one if you're trying to run Forza Horizon 3.
That setup would actually be able to run BF1, quite nicely.

For that it's not highly cpu intensive ^.
Borderlands 2 I used to play that at 1080p all cranked up with a x4 965BE 3.7ghz and 6870s xfire.
CS GO to this day plays cranked up on my old x4 965BE and a r7 265 well over 100fps at 1080p.
What cpu do you have now maybe you just need a gpu upgrade.
The gtx750/950 are below entry level imho no matter what cpu you put them with, list your current pc specs so ppl don't steer you into spending money on pipe dreams.

What's your current CPU?
You might not need a new one which could leave more $ for graphics.
If it does turn out that you do need a new CPU the FX 8300 is a better value $/per performance. If you later add on a good enough custom cooler (it's stock cooler is not as good as the FX 8350 stock cooler) it should be able to overclock to FX 8350 speeds and even higher if the cooler is good enough. They are the same CPU with a different cooler and setting is all. Do please note that overclocking will void the 3 year warranty so save that for later unless you don't care.

That will cost you only $25~ more than the cheapest GTX 950 2GB and FX 8350 but the graphics will be over 2 times better (maybe upto 3 times) and the CPU won't really be worse.
Also no the CPU (in most circumstance) should not bottleneck the GPU at all, not the RX 470 and certainly not the lesser GTX 950 or GTX 750 ti. The CPU is more than powerful enough to handle dual GTX 970 SLI at 4K resolution. However if you are wanting more than 60 FPS at any resolution or quality setting that may cause trouble in some less optimized games. Standard monitor is capped to 60 FPS / 60 Hz though so it really shouldn't be a issue for most people.
If you just want a little better graphics keep the CPU and get a 1050ti or 1060, not worth upgrading CPU unless you are going past that in power
However if you are keeping the FX you should definitely OC it to prevent bottlenecking
