Yes, but not good. Spend the money on GPU and RAM for the i5 and i7 range with high speed. That is what gaming systems are good at. XEON's are for business use.
Plenty of E3 Xeons with high frequency around - just a matter of pricing, and if Intel locks them out again from consumer chipsets.

Not all BIOS are the same on each Motherboard, just because it's the same socket, doesn't mean the Mobo supports it. That why it's important to know what the brand and model, as they're the ones who made the Mobo, and the BIOS.

This is true, but we have no idea why he wants to do this, we can't just assume what he wants to use it for, if he has one right now, or looking into getting one. The answer will remain unclear until he give his reason why he want to use a Xeon.
Yes, I know. I've built multi-million dollar systems many times. Gaming systems as well. Gaming servers and more. Pretty sure I have a good idea how it all works.
Many get crazy about the CPU when the GPU is the most important gaming wise. On a server the CPU and RAM is most important. They are 2 different animals. If you know what you are doing you will see the difference. On a gaming system the CPU core performance is very important. More so than having a lot of weak cores. The XEONS are about low clock speeds and many cores. That works great with things like databases and software in a professional area. Not so much for gaming.

A nice I5 will perform the same as a 16 core XEON gaming. Put a nice GPU on top of that. Now you are talking. You don't have to spend that kind of money to game well. You do if your company is running millions of $$$ on a x8 XEON system on 8 clusters. They are not related at all.

Totally different ideas and money spent in the right place to get what you need.

We are not talking about multi-CPU server solutions, we are just plainly talking about the Xeon brand, nothing else.

There's high clocked versions as well.
