If you have a good enough coolder, you can overclock to like 3.7, but to answer your question with stock speed, the answer is not bad with bottlenecking, and it's still OK cpu, as Pasi123 said.

So you should be fine.
No, it is still a strong enough CPU for lower-end GPUs like GTX 1060 and lower.

You don't OC by going to the highest you think will work. You go in .1 increments, stress test, then if all is good go another .1. If you have never done it before head over to anandtech or tomshardware for some tutorials.

There're enough credible guides out there where you can easily get a med overclock with a noob at the helm.

Ps, overclock through the bios.
