Because it sounds like you have a build-up of gunk on the optical rotary encoder wheel for the scroll wheel.
well,i clean the gaps (what is below the button),i always see dirtyness there and i remove it with a mini stick,becuase with other things its impossible,but i dont know how to open the mouse,i dont see the screws anywhere...
9 out of 10 this is the case.
Just remove the pads carefully so they can be put back when reassembled (otherwise you need to go hunting for replacements).
