The 3080 could possibly come out with around 2080 Ti performance but for the price of a 2080-Super, and the 3080 Ti will cannibalise sales of the 2080 Ti and cause those prices to drop.
Believe me, as a 2080 user, I've been tempted to buy a 2080 Ti in the past, but it's just not worth it.
Though, if you're unhappy with the performance, you can buy it, but I would be inclined to wait and get a stronger GPU.
Edit: However you might want to turn the RTX to software only as not all games support the RTX ray tracing technology and can lead to lower fps on non ray tracing games.
2xxx series is the pioneers of the new tech, don't expect to really get better until after two, or so generations, meaning 4xxx, or 5xxx RTX basically.
Ray tracing is a niche thing truely, and most times you're not going to really pay attention to those effects as you be more focused on the game itself than trying to stare at reflections, or improvements on the reflections, or slightly better shadow casting improvements in modem games.
Most of your library can be played with hardware over a decade old. No need to upgrade. Unless you just love spending money on those things.
It´s a complete waste of resources.
It's a waste of money in general to buy a GPU that's above what you actually need in general, not just RTX. People do it for the longevity though, as a 2080 will definitely last longer than a 2060.
