I'm pretty sure that the highest HDMI on a GPU is 2.0b.

It's on the gpu families I stated above. Google search takes just seconds of your life to find this out.
Just because DP could work, does not mean adapter between DP to HDMI 2.1 will.
Even with a gtx 16 or rtx 20, you have to flash update it for hdmi 2.1

Best bet is avoid TV and use a 4K monitor and use DP. Overall, 1440p at 144hz + is the better choice
Also try other hdmi ports, usually only the first or last hdmi port on a higher end tv would allow for the higher end output options.
