Wipe drivers with ddu in safe mode.
Reboot and install latest amd ryzen chipset driver and then reboot and install latest nvidia gpu driver from https://www.nvidia.com/Download/Find.aspx

Just reinstall windows and you are good to go.

Are you using the same exact graphics settings and resolution ingame as before? isit definitely a stable driver?
After a new GPU install and launching CSGO it usually resets these in a video.txt file in the config folder and it may be better to delete this then restart the game again and set your graphics settings ingame to what you had before and you should be good.
Did you use DDU in safe mode? I would do a quick check in services make sure none of the AMD gpu ones are there.

must be a software error, i guess.
first: reinstall windows. second:find a working driver. else: i cant say. thats all imho

Since you're CPU-limited anyway, why would you blame graphics card at all?

I know CPU isnt the best but the fps shouldnt be less then it was before with a worse gpu

Nah, see, it's not about exact CPU. In fact, the one you have is currently one of the best gaming CPUs on the market. The problem is with CS:GO itself, as the game is pretty old and it can't even use 4 threads to the full, let alone 12 threads you have, thus in modern PC graphics card is never the limiting factor in that game, CPU is.
You say you've switched from AMD to NVidia. NVIdia have this software called GeForce Experience which loves to re-configure in-game settings to what it likes. Are you playing native res all min settings like most of the players? Make sure "multi-threading" is on. You can also try to assign game to only first 4 threads of your CPU in task manager (it will show up as cores from 0 to 3, uncheck the other ones), and see if performance is any better.
Are you running your memory in dual channel? What are the frequency and timings?

Makes sense, I run other games fine but csgo stuggles to maintain fps. I don't know if Im running ram in dual channel or the frequency.

Download CPU-Z, click "validate" and give us the link, so we can see what hardware are you running. Maybe a thing or two can be tweaked to get extra boost.
CS:GO is either way old game, and not even the best one, issues are to be expected, but we can make it a bit better, I think.

Okay, one thing is definitely wrong here. Check this.
Frequency 1064.5 MHz
Timings 15-15-15-36
But the part number of your memory modules say they are meant to be running 3000 MHz with CL15. 2130 CL15 is pretty slow, in fact slower than my old 1333 MHz CL7.
Do you know how to enter BIOS/UEFI settings? You might want to either turn on XMP profile for your RAM, or set it to 3000 MHz CL15 manually. If you're not sure how to do it - I can google up how exactly it is done with your exact motherboard.

If it still occurs it's a faulty monitor or display cable.

Do a full vram #gb test with msi Kombuster
