stuttering in almost every game
i builded a PC from scratch last month, and im speriencing stuttering in almost every game, like the witcher 3, Titanfall 2, ff15... can someone tell me if my mobo and psu can cause this? cuz they are cheap ones,i play whit vsync 60 fps cap so the gpu and cpu usage never touch 100%, my specs are.

RTX2070s
ryzen5 3600
2x8gb 3000mhz
a320-hd
cooler master elite v3 600w white
ssd sandisk 512 gb and 3 sata hd

as you can see my mobo and psu are entry level(hardware is overpriced in brazil need to save all i can), so can a cheap mobo and psu cause this?

i tried everything software related, and reinstaled windows multiple times, the gpu temp is 60c and cpu 75~80c in games.

if i reduce my gpu and cpu frequency at 30% the stutters almost disapear

someone can please help me?

Probably software related. Your specs are fine, even if the a320 may be a power limiter and the PSU is risky garbage

Make sure windows is updated to at least 1909, use DDU to wipe the gpu driver and reinstall

windows fully updated, tried ddu older gpu drivers, mobo drivers, bios updates, nothing works

my mobo only have 2 slots so next each other, used the windows ram verify software that i dont remember the name to, everything seens fine, tried xmp profile and automatic profile for my rams to

Could be a setting in your BIOS, but more likely a GPU driver issue. Could also be a setting on your monitor (fast or very fast adaptive sync?). I'm not familiar with that MB, and I've never had a PSU fail in over 29 years (even the cheap ones), so I doubt it's that.

already tried turn on and off almost everything on bios no idea, i use vsync

tried the bios power settings and ryzen power plan, these two make the things better but its still there, so probably its a power related issue right? unstable psu or mobo does not giving a constant power voltage for exemple?

If that helped, then it seems that your motherboard may be power limiting the 3600.
I've seen Ryzen 3 get power limited by some a320 boards in the past, I never recommend them.
