What's Wrong With My PC?
I've noticed stuttering in many games lately, even in old ones that should have absolutely no problem and have previously never had a problem running, like the original Deus Ex and Far Cry. I just tried to play Condemned and it was running at 48FPS at 4K max settings on an RTX2060...
4K, yeah, it's not a 4K card, but that's irrelevant when the game came out 15 years ago, and when F.E.A.R., which runs on the same engine and was release the same year, from memory used to run at around 200+ on the exact same computer at max settings, 4K.

I did a test and my GPU is 4th percentile. 4th!

Anyone have any idea as to why this may be the case?

Yes, it is an issue, if you want to run RAM at it's rated speed.
You will see gains from dual channel, but you are running a quad core, so it's doubtful it would do much.

Not sure why you opted for a 9100F, and a H310 motherboard.
When you could've gone with AMD and gotten a much better CPU, and motherboard for the same price.

And why are you going for 32GB RAM?

Seems like a lot more than ~9 FPS to me for a lot of games that people like to play. The average is closer to 15 FPS from what I can see in a lot of benchmark articles and videos.

I've also not seen any issues running 3000 MHz, and I've been using budget and quality hardware for years since it became a standard. The only instances where I'd see that be a problem would be in things like AMD's garbage A320 chipset, though in this particular case the motherboard is the limiting factor as it only supports up to 2666 MHz, so his kit will default to 2666 with XMP enabled. Still, it's better than running at 2133 no matter what.
You buy cheap, you get cheap.

Yeah, your motherboard only supports up to 2666 MHz. So no matter what RAM you use, DRAM frequency is limited to 2666, which is fine for low end Intel parts anyway, but it's just bad value.

my first go to would be a fresh install of win 10 you could be victim of a bad update
or other o.s.problems,worst case,you remove that from your trouble shooting.

Now really. Go look up benchmarks.. the gain is like 0-4% most commonly. Not that we don´t do it anyway, but issues can happen, I am simply saying that the OP not having his ram set to 3000 mhz in bios does not mean much performance wise.

If you look at the Linus video (I have watched that before) you will notice that there is only a little gain from 2166 to 2666 and a modest change from 2666 - 3200 (this is for intel btw! not amd, amd is a whole other story! and does not benefit as much)

Basically.. again depending on what you play or what program you use, you don´t really see that much improvement, some games do benefit from it sure.. but as I said, other issues can arrive... anyway.. most people do this right away.

For your sake, I made a benchmark with 3dmark.

With 3200 I do score abit more, nothing significant, but enough to notice abit of difference.
On Time Spy the difference is like 40-100 points. (I score over 11k)

FPS gains in some of the games I testes was from 0 - 9 FPS and if we talk stable FPS then the gain is like 3-4.


So sure, you can see a difference, but some people do get issues from enabling the ram speeds, I don´t but I have seen people with both stutter issues and restarts. So I guess we can go on a compromise and say, it depends on the game or application you use, but the gain is nothing crazy (like you will not see 10% gains) ie.

You update bios recently? Try re-installing visual c redistributables. Does this same issue happen under another account?

Your motherboard is definitely letting you down or poor power supply.

Every component of yours apart from your A400 ssd is underperforming atm.

Your BX500 is benching 29.3% when it averages 69% amongst users. Also enable your XMP profile why did you buy 3000 MHz ram but not set it to 3000MHz from 2133 MHz.

37% for ram is very poor, I have 3000 MHz CL16 which is slower than yours but I run 2x8 and it benches 97%

Even my 2 year old RX 590 is nearly running as fast as your RTX 2060 whereas it should be blowing me out of the water.

You're scores are seriously low for the system you have, Im not entirely sure but it may be due to the cheap motherboard or a lack of proper power.
