One of the only "upgrades" is the i7-3770K (and you can't OC it on your current board.)
(not a meaningful upgrade you gain 100Mhz and 4 threads)
gaming performance is within 10% of each other in most cases.
synthetics is really the only benefit you'd see upgrading to it.
and considering they go for over 100 USD used on ebay, and for 200$ on amazon/newgg
i'd honestly save up to get onto a recent platform with ryzen
the 3300x with 16gb of ddr4 3200mhz and a decent b350 is around 260$
Imo you're wasting your money upgrading that system any further.

i5-3470 is socket 1155. 1150 is 4th gen.
An i7-3770k will play a lot of games. Can be boosted (not overclocked) for higher performance. Cost is about $120. Probably will need a new cooler $30. Same single thread speed as i5-3470 but with hyperthreading so maybe no significant performance boost.
Plus an rtx gpu with the right connectors for the display in use. rtx 2060? I don't really know. My i7-2600 has had rtx2070 and 1080ti, which worked ok with a new psu.
Given the far high performance of current cpus, even the current i3's if funds permit, buy a new pc.
Or wait 2 months for the new cpu and gpu generations.

My worries would be does it fit in the space in the pc. Do they need a low profile card? Power supply might be another problem. Do they have connectors. Then there's a chance even if the card works perfectly fine that it might not work in that specific pc for whatever reason. 1660 are pretty good budget cards. Not sure if the release of the 3000 series in Sept/Nov might change things.
He can simply buy a cheap case off amazon if he has small hp case. The 'budget' gpus like the 1050 ti either use 6/8 pin or no pin and run off pcie power so the 1650 or 1660 whatever he gets will most likely be the same. The 1660 ti for example only uses one 8 pin power connector and draws a max of 120w. The card is also about 2x the performance

..... anyone saying upgrade the 1050 clearly havent used one cuz mine is great and most of my issue i think are coming from my motherboard not being apply to handle the extra watts
