XInput Double/dropped inputs
This isn't a problem I'm having exclusively with Steam, as it's also a problem when Steam is closed and I'm playing Tetris Effect on EGS. Basically, sometimes my controller drops an input, or doubles it, which for some games can go completely undetected, but for something as responsive as fighting games, can be an absolute killer at a higher level.
Has anyone experienced this type of bug before? Whether or not it's a Windows, driver, controller firmware, Steam or native game issue is beyond me, I just want to know of similar cases to this problem.

damage to the controller possibly? what controller are you using and how long have you had it for?

I would assume it's controller damage but it happens for both my XBox One controller AND my Madcatz TE2+

test with joy.cpl
and try with another controller or on another pc/console

Sounds like you have some controller app installed that's causing this... like DS4 Windows or similar app perhaps.
