DirectX 9 games keep crashing

Hi all, i need some help. Basically all games and applications running with DirectX 9 keep crashing. The problem is only with DirectX 9, i tried some games that let you choose between DirectX 9 and other DirectX and they work fine with the other versions. I tried reinstalling the video drivers and all the redistribuitable packages, the dxdiag shows no errors too. I don't have any software like rivatuner Thanks for any help

Intel(R) Core(TM) i5-9400F CPU @ 2.90GHz
NVIDIA GeForce GTX 1060 3GB
RAM 16 GB

OS Windows 10 with the latest updates

ALL games that runs with directx 9 keep crashing at launch. (I tried various, Terraria, Shadowrun, Dishonored, Pillars of Eternity, Dead Space, etc)

Some do, i tried installing it with no success

i just played 'dead space' (via origin client, NOT steam) on my potato pc: i3-530 + rx 580 8GB + 8GB ram + hdd

might be good to reinstall directx 9.0c june 2010 redistributable, if not done yet

download the web/runtime installer from microsoft :
