you clearly dont have a laptop.
Sounds like you need to wipe out all the Intel and Nvidia stuff with DDU and go install the official drivers from Intel and Nvidia so you have everything you should. If you let Windows Updates install drivers, well then that right there is probably what your issues are because those won't be correct odlr fully feature packed.
On desktop there are tons of options. Not on laptop.

i dont bother with game profiles, I stopped adding games to Command Center (I am way to lazy for that stuff XD).
I usually play with 'balanced' profile for all games. If i need i can use 'performance'. Even with more powersaving profiles then balanced my GPU clock goes over 1400MHZ easy.
uhmmm what i try to say is before you go wipe all drivers and such look for the right options first <3 I have no idea what i am doing but if you want we can compare settings your wonder (in windows and such)
I can see clearly from the first image that you posted you're not even in the correct setting group.
You need to go to the Manage 3D Settings > Global Settings tab and look there for power options.
Typically there should be (even on laptops) 'Power Management' and for laptops only there will be Preferred GPU - This option needs to be set to your Nvidia GPU and not Integrated or Auto.

Make sure you've installed the Game Ready drivers and not the Studio Ready drivers.
Scroll down in that window and find Power Management > Set this to prefer Maximum Performance OR Adaptive.
There should be another setting called Preferred GPU > Set this to the Nvidia GPU.
Some other settings to consider for the G-Sync side of things:
Set Low Latency Mode to Ultra.
Cap the Framerate to 60.
Set Vsync to ON or FAST.
"Prefer Maximum Performance" for some strange reason caps my GPU at 400MHz. If set to Optimal or Adaptive it runs at 800-1000MHz, still far under base clock.
The driver installed is the latest Nvidia Game Ready Driver for GTX 1070.
VSync is ON, Low Latency is On and frames are uncapped.
When I got my laptop I uninstalled a lot of bloatware. I highly doubt this is the cause of the issue because it worked fine for a long time until a couple months ago. But it definitely could be. I have no idea what would cause the full Nvidia Control Panel though, unless that is normal for this laptop.

It's drastic but I would see if you can create a media stick for Windows 10 and reinstall the os after formatting the drive.
Then download the GPU drivers from nvidia and the other required stuff from MSI but don't install any of their 'helpful' engine systems they like to use.
Click the Advanced 3D Settings.
