so i'm not sure why its stuttering it has micro stutter in games i tried to reinstall windows and reinstall drivers i checked temps they are fine replaced everything in each computer still the same issue

every game i play it stutters a lot here is the list of games i play/ i play Minecraft/NO mods that stutters so bad i use V sync if i don't FPS goes higher but i get screen tearing and a lot more stutter if i use V sync it will run smoother but at 60fps and stutter i get FPS drops too from 60 to 40 or so or 59 so on with out V sync on some games 100 or 60 drop to 50 or lower i tried fast Sync and half sync and the others expect G sync because i don't have a G sync supported screen so if anyone knows anything please help me Thank you!! :)

here is 2 videos that i made so you kinda get the point of the issue

as you just reinstalled Windows
Be sure to turn off the Game Mode crap

Did you manually install the GPU drivers or did you let Windows do it?

RAM is likely the issue though, 8GB doesnt cut it much nowa days.

Use MSI Afterburner benchmarks, while recording the games, that have these stuttering issues. so we can see, what’s happening to your components, if it’s a overheating issue or something else.

Stutter usually is gpu or memory.

I don't know what the cause is but areas I would check are -

2 displays off a 1060
anything else you are running like browsers, social apps
ram usage
the psu - tier 3 should be ok butit always pays to go tier 1
memory - what speed and maybe 16gb will help (does running quad channel mobo with 2 sticks ram cause issues?)
gpu drivers
bios - latest level and settings

the 5820k
similar problem here -

Certain motherboards are not really compatible for running games and GPU's.
It's just a fact how sad it might sound.

I've learned this experience after I mounted my EVGA GTX 970 SSC graphiccard to another slot on my Gigabyte GA-Z87X-UD4H. Before that my screen suffered from all kinds of things (AOC 27" 1440 ips) that prevented me from enjoying my games fully for over a year.

Had especially some kind of tearlines or scanlines that became visible as soon I moved my mouse in games among other issue's. Sometimes it even showed up in browsers.

I'm having intel i5 4690K OC'ed to 4.5GHz
1600MHz DDR3 RAM OC'ed to 2.13GHz
Logitech G-Pro 500MHz dpi 750-850

Here's a link with user's who tries to find answers why games and display's suddenly started to look bad. https://linustechtips.com/main/topic/638876-jagged-shadowspop-inlow-lod-and-jagged-aa/

@Colton or someone else. in question of the info in the link above, have any of you noticed if there's any visual differencies in games when playing with Ryzen cpu's instead?

x_wing yes i have tried the only thing it fixed was the loading times in the loading screens and temps are about 50 to 60C with the CPU on high end games the GPU like 60C on high end games it really never goes anyhigher unless im doing a stress test

well guys the ram right now is high as it can go 2400Mhz i think and one person says 8gbs is enough for small games like minecraft others say its not but like in 3 months i will be able to get new ram and i only have 2 sticks so im not sure how it runs other then in dual mode thats all i use

and i will try after burner as well EDP445

and yes i installed the drivers my self and i did everything you said still the same
