If you want the very best CPU that you can buy right now for gaming, go get the i9-9900k.
Example: If at 1080p the percentage on fps determined by CPU is 50% and 50% GPU at 1440p is 40% 60% and at 4K is 30% 70%.
Nope. If it's 50% and 50% at 1080p, then it's 50% and 100% at 1440p and 25% and 100% at 4k with half the original framerate.

It doesn't make any sense since the fps result determined is always 100% (what changes is the factor) .
Since you bought the i9, why the question/thread?
..
A faster CPU always determine higher framerates so your example won't work, it's not like RAM or VRAM...
Not if you want to use the system with zero concerns for 5-8 years...
