You don't need to have good CPU to play with 4k resolution. Nearly any modern CPU will do.
But in theory two best CPUs are i7-9700k and i9-9900k.

The higher is the resolution the lower is the importance of CPU on the framerates.
Example: If at 1080p the percentage on fps determined by CPU is 50% and 50% GPU at 1440p is 40% 60% and at 4K is 30% 70%.

Resolution doesn't affect CPU load because it doesn't handle rasterization, GPU does. As long as your CPU is able to run a game at a desirable framerate - u're good to go.

Nope. If it's 50% and 50% at 1080p, then it's 50% and 100% at 1440p and 25% and 100% at 4k with half the original framerate.

A faster CPU always determine higher framerates so your example won't work, it's not like RAM or VRAM...

A faster CPU is able to deliver higher framerates as long as GPU can do the same, and GPU has to reach 100% of the frames it can deliver in order to reduce the framerate, therefore reducing the CPU load aswell. Yet in your weird example CPU usage reduces while the amount of the frames delivered don't, because in your world CPU and GPU are best friends splitting the job. It's not how it works, okay? CPU and GPU don't give a ♥♥♥♥ about each other.

But is sounds like buying a console now. Why not Ryzen then? Most of the games are made for AMD CPUs anyway.
