I'm sorry to be the bearer of bad news OP, but on the upside, I actually think that given the advertising I saw, you can get your money back in small claims court. I think you'd be hard pressed to find an IT guy who doesn't consider this edition of that lineup false advertising. Just get some signed statements from two or more local IT shops/repair services.
It's literally criminal to sell that PC at that price with those statements.
As for not being able to afford more, you should be paying *less* and getting a whole lot more.
Let them solve your problem.
And what comes to a graphics card everyone is raging about - it's like one of the easiest parts to replace, so u can get a new one whenever u feel u need it. GPU is mostly related to gaming performance, thus what u've got is a powerful workstation/rendering machine capable of decent gaming, not a gaming pc, or overpriced pc, or whatever else.

His problem isnt the hardware
It isnt that his system is mismatched
The problem seems like his internet connection is lacking and he expects just because his PC is good that his connection should be good as well
Which as many of us know, isnt how it works.
Which is why ive been trying to get him to do a speed test
The OP has not said that his problem is with gaming
he said that its downloading stuff that performance sucks, which would lean towards his connection
Download speeds affect how fast a game downloads in addition to being installed as Download rate plays a part in Read/Write speeds of a HDD/SSD for download/installing a game.
It all comes down to him not actually knowing how a PC works with regard to what hes actually trying to do with it.
In short
a Fast PC does not mean you will also have Fast Internet

As far as Disk Cleanup goes, keep an eye on the hard drive activity light on the Case, this will indicate if its still being cleaned. Disk Cleanup CAN take time to finish depending on how much needs to be cleaned and the speed of the drive the OS is on. Its best to just leave it alone and not assume its finished just because the green bar isnt moving.
And yes, im still replying because im TRYING to be nice and explain things.

That isnt how it works
First of all for THAT system, the Monitor DOES suck.
But it has NOTHING to do with your problem, it will affect gaming performance though.
