Best performance would be Ryzen 2600+16GB RAM 3000 mhz.
Since its only for gaming , go with intel.

I would go with a Ryzen 5 2600 build over an i3 8100 build if it's possible to stretch the budget. If not I would go with the i3 8100 over the 2200g.
6core/12thread processor vs 4core/4thread processor so you get a lot more threads with the 2600 which does actually make a difference in quite a few titles.
I think this comparison is a bit accurate since it's at 720p with a GTX 1080, not much of a GPU bottleneck to hold back CPU peformance. The 8100 wins slightly in some scenarios, but the 2600 performs better on average, especially on titles that can be pretty hard on CPU threads. You'll notice the 8100 is nearing 100% CPU utilization in quite a few titles that is the % of CPU threads being used.

edit: no matter which processor you choose I don't think you will notice the difference right now anyway because of the GTX950 being the bottlneck in the build.
There's no point in going for quadcores anymore.
If you're on a hard budget, you could as well get 2x4 GB Ram for now, and throw in more later down the road - your mentioned titles & settings aren't that Ram hungry.
But at least with the build from Josh you will have a strong foundation for the future, and 0 CPU bottlenecks.
