Is Hyper 212 EVO enough to OC a 4790k to 4.6-4.7Ghz and get a stable temp?

No. You will need a better cooler.
Hyper212 series is more for using as a decent cheap cooler just to replace the stock one, or for K CPUs that don't ship with any cooler.

No if you are going to OC, get a better cooler; like Noctua NHD14, or 15
Or liquid cooling.

What Motherboard and Case you have?
This can help aid us in providing good suggestions.

I have a rather unkown case made by a company called Lepa but its huge so size isnt a size. i have a Asus ROG Maximus VII Hero
LEPA is the 'gaming' arm of Enermax.

The Evo can work but you will be dancing on edge. Get a better cooler.

Your AIO water cooler breaks and you want to get another one? Hopefully it didn't leak, but I would buy a good air cooler, like the Noctua NH-D15/D15S. Noctua will send you new brackets for any socket type as long as you own the cooler and it has a six year warranty.

Noctua NH-D15S is for AM4. If He Wants the Noctua He should Take the NH-D15.

No. I use NH-D15S with Intel... The S version is a compact 1 fan model but otherwise identical.
Yea "S" is just more compact design, it just happens to come with AM4 bracket out the box. It still supports the other sockets.
Personally I am a fan of aio's they look better, can cool better (not always) and don't have me feeling paranoid about having a ton of weight hanging off the motherboard. But. Perhaps I'm lucky, I've not had any problems with my 2, both Corsair, ones a h80 that has been running nearly non stop for 5 years and a h100 has been chugging away for 3.
I think the looks and ease of installation alone make them worth using. True horror stories of them leaking are very rare and in those cases the aio manufacturers tend to replace damaged parts.
Plus, in most cases they are better at cooling.

nah Noctua (or other high end air cooler) are at least as good as any good AIO cooler plus they are more silent. AIO just look better but cost noticably more.

Never heard that any manufacturer repalced hardware parts because of a leaking. Quiet the different way.

H5 at $46.xx is a competitive cooler ^.

Noctua D14/15 are generally overpriced imho at $76-$88

Evga make some good AIO coolers too. ^

when you talk about 120 and 240mm aio's, thats true enough, but when you step upto 280 or 360mm aio's they tend to take the lead, as for how loud they are, honestly, ive never even really heard my aio's.
though to be honest the BEST cooler option at the moment seems to be ek's new aluminium block box sets seem amazing value at only a few bucks more than aio's.
I look at Noctua but im worried my ram is to tall. i have Corsair vengance pro DDR3
