I'd go for a used GTX 750 ti.
GT 1030 is good enough for what I need to do and should take some strain of my little 120W PSU. A 750Ti might be pushing it too close as it's what 60W?
Actually based on benchmark the GT 1030 is a bit faster than Rx 550 on eSports games overall.

Will be replacing Zotac GT 640 1Gb. Zotac brand seemed good for 2 years but it creates artifacts now and has coil whine when entering 3D. Hesitant on Zotac now it's the cheapest 1030 but only by a couple dollars.
If u wanna go with the 1030, grab one with a fan(active), like the pny, msi aero or galex/kfa²
I need single-slot AND low-profile. Otherwise there would be a lot more options for GPU's for me.
If you want NVIDIA, get GTX 1050 2GB or better. Otherwise you're just wasting more money for basically zero upgrade.
It would make more sense to switch the PC case, then you don't have to worry about GPU size really.

GTX 1050 low profile cards are all double-slot cards.
Then as others have suggested any 1030 will do.
If you want a decent brand MSI cards are good and will work great with the most popular 3rd party overclocking software out there, MSI Afterburner.
As for power a 1030 will be a nice upgrade over a 640. Try and get one with as effective a cooler as possible and attempt to get a bit more power out of it via an overclock. You cant draw more power than a single pcie slot anyways so you wont push the psu overboard.
A small or decent overclock when dealing with low performance parts can make or break some games for the 30FPS mark. Speaking from experiance with a laptop with a 460m 1GB card @ 675Mhz stock that can overclock to 875Mhz.
