Anyway, make sure every driver is installed and/or up2date.
Possible bios too.
Any background app or crap running? Check the task manager.
Make sure you have the monitor connected to the GPU and not in to the motherboard.

Because I got someone to help me build the computer from NCIX and they were not the greatest of help.
(Gave me a 1060 3GB instead of the 6GB I asked for and switched all the parts that said was "in stock" but turned out it wasn't... Then I go to switch my graphics card from the 3GB to the 6GB after their mistake and turned out it wasn't in stock even though they said it was
Worst case scenario I'd recommend rma'ing the card.
The power supply is fine, you might want to switch the gpu out for another model, the 3gb will hold you back in some areas, especially if you try to run any enb's in a modded skyrim for ex.
I personally have never run a 1060 though. Omega would have a better opinion on it.

I don't like a clutter on my desktop or computer when I'm trying to run my games so the most I'll have up is spotify or a web browser to look up stuff. I would assume that with a set up like mine a couple small applications won't drop the frames to the extent of lagging, especially with a game like Minecraft.
I have a program that automatically detects and installs any new drivers for the parts I have.
I expect to see FPS drop if I'm running on Ultra and there's lots of ♥♥♥♥ going on on my screen, but I wouldn't think that I would be getting a base of 60-70 FPS and dropping to even lower than that.
I thought I had a pretty high CPU too since I wanted the computer to stream as well, hence why I bought the i7-7700.
Should I get a new motherboard and CPU? Or just a new CPU? Is there anything I can do beforehand to try and speed up the computer before I start making the cash rain?
What I was hoping to do is stream games and play games at a higher FPS than what I'm getting now... as long as the CPU I have doesn't effect these things now, I'm not too worried about it.
The 7700 non- will do a fine job... don't worry.

But check the nvidia driver if it's a beta or whql.
2. reinstall all steam pre-requisite (directx 9.0c, visual c++ 2008)
3. clean install latest stable nvidia driver and reboot pc.
I have the nvidia experience program and I also have Driver Booster (Free version lol) that detected a whole bunch of out of date drivers when I first downloaded it, and after downloading all of the new drivers, there wasn't much of a change.
