My System Specs: What Can I Upgrade To?
My Specs:

GeForce GTX 1060 3GB
Intel Core i5-7400 CPU @ 3.00GHz
15.93 GB RAM
1280 x 720, 60Hz

Can I upgrade to the GTX 2080 and should I upgrade to an Intel Core i7? So far all I've upgraded is the RAM (used to only have 8 GB).

You'd be wasting your money on a GPU upgrade before getting a better CPU and look towards actually running everything at around 1440p or so. Otherwise a high end GPU like 1070 Ti or higher wont do anything for you.

Ram is fine, 16GB should be the average, as for CPU, maybe an i5 8600K but that requires a new mobo I think, just because newest i5 are 6 cores and 6 threads instead of being 4/4 so there is a good improvement from your processor. As for GPU, just wait for 2xxx series to be out and check how much it costs (which from the looks of it, it looks quite expensive so far), if 2xxx are expensive you can get a 1070 or 1080 on sale.

Monitor it really depends, I don't play competitive games as often as I used to, so I upgraded to a 4K 60Hz Freesync monitor, but if you are into comp. games maybe it's better to go 1080p 144hz or 1440p 144hz.

So upgrade from the i5?

Sell your motherboard and i5-7400, and pick up an Asus ATX Z370 motherboard and a i5-8600K (or i7-8700K if you have the cash) You'll need a beefy CPU cooler if you want to overclock your CPU. Also if your RAM is 2400MHz or slower I would sell it too and buy 3200Mhz RAM instead as well.

Will the 8600K or 8700K work on my current motherboard?

They won't. They require 300 series boards.
Also, Ryzen 5 2600/2600X is a good alternative with B450 motherboard.

I would argue that if OP's PC is mainly for gaming that he should go with an Intel i5-8600K instead of an AMD 2600X due to the 25% faster single core and quad core speeds. Although you pay more for it so I guess it evens out.

Great choice, has a built-in WiFi and bluetooth chip. Plus great BIOS for overclocking if you choose to later.

The only thing I really think you should change is get the i7-8700K not the i7-8700. The K means the CPU is 'unlocked' allowing you to overlock it. Even if you are not comfortable with overclocking yet it is something down the road you will not regret. You aren't really using the motherboard to it's full potential if you bought a locked CPU. With propper cooling you're able to overclock your CPU to make your PC have much more processing power.

Also you will need a cooler since the 8700K has none incluced, Assuming your PC's case can fit a 280mm rad I sugget a Corsair H110i or H115i (whatever is cheaper) since they are both powerful coolers. Pick the 240mm rad size if your case doesn't support a 280mm rad.

you need to also upgrade your monitor. 720p is making all those upgrades completely useless.

Before upgrading the platform, you should upgrade the monitor and gpu.

The case is that of the HP Omen 870-224.

At this point, you might as well build completely new pc.

You have a small pre-built pc with a weak power supply.
So if you want i7 8700K and 1080, you will also need new case and new power supply.

These are the kinds of updates you would be looking at.

I feel bad but I can't help but laugh. Yeah OP should just sell the whole damn PC...
