My new used R9 270x is DOA?
I bought a used Sapphire Toxic R9 270X gpu from ebay and when I installed it I got a black screen through post and boot. The fans on the gpu start. Duel bios switch did nothing. I tried everything else and I cannot get the card to display so I reverted back to my 7790 where everything works fine. I want to be sure its actually dead though. Is that a issue found in dead cards? My system should not be at fault though its older. I have an i5-650 in a intel dq57tm mobo (updated bios) and I have a 750watt antec modular psu. I'm trying to get a return right now but the seller is taking forever to respond so I have another card (a new one this time) waiting in my basket to be purchased.

it's a gamble when you buy these used cards. if you can afford it, upgrade to an rx 580 or gt 1060 6gb. both are great for 1080p gaming.

to be honest, R9 270 GPUs are not that great anyways.

280//390, sure.

Were all the R9's just updated versions of the HD 7xxx series cards anyways? From all the reading I've just done over this damn thing the 7890/ 7990 cards were pretty bad. Lots of posts on google on those cards being dead or troubled.

7870 or 7950 would stomp all over a 270 of any kind.
The issue with those older GPUs is lack of VRAM these days.
You wouldn't get better FPS really from a 270/270X, it's not good on 1080p, I can assure you.
If the price on something uses seems too good to be true it usually is
Good thing you used ebay as you are 99% guaranteed to get your money back as a buyer.

Do not play games with the seller and use what ebay gives you for a set return date and if they refuse simply file a dispute with ebay and ebay will get your money back.

Not if you clearly have a no return policy.

Could the OP share the Ebay listing for the item purchased?

I returned the item and will be getting my money back soon. When I bought the item I assumed that the seller was honest given his how much positive feedback he had gotten on his sales. It could have even been damage through shipping but that card was wrapped like ♥♥♥♥ with one strip of foam around the gpu's length.

Here is the link to the listing: http://www.ebay.com/itm/172454441747?_trksid=p2057872.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIT

Wrapped in foam is not anti-static. so its possible the packaging the seller used is why the card failed. If the card got hit with ESD through the cardboard box, it will cause these kind of issues.I see this kind of stuff on Ebay all the time. Its why I recommend buying used cards from Amazon instead. 99% of the time they are packaged for shipping correctly.

Also for what its worth, the R9 270/270x is a rebranded HD7870 and is still a relevent card for gaming at 1080p, if you can get it for under 80USD used. Buying new the GTX1060 6G for 249~ is the best value for that price, then the RX580/RX480 for 200~. For sub 200 the RX470 is very hard to beat for the performance you get, then the GTX1050Ti if you can find one for under 149~ I dont know what card you ended up getting but Just wanted to provide some bassis incase you did not know.
I know the RX 470 is a good budget card but I ended up with a XFX RX 460 4GB instead. Only $100 new from best buy. That should be a good enough card for me. It would be slower than the R9 270X in raw performance which kinda sucks but these cards are supposed to be great with Vulkan games.
