Are you sure it's your PSU, and not some other fan? Intel stock coolers do get really noisy, and 980 Tis are neat, but can be noisy if too hot as well.
Also wondering if your components clock down as they should on idle - check fan rpm.
Try cleaning with some compressed air to see if that helps. Can be easier to remove the outer shell depending on the brand/model. Make sure it's turned of at the socket and the PSU, if it has it's own switch.
For reference it's easier to identify a whirring/noisy ran if you remove the side panel of your case and listen to each fan without it impeding you identification efforts.
Or the fan bearing is failing; you can generally replace PSU fan with a Case Fan of properly layout/holes/size.
Not XFX 650W; the actual model# listed on it. Or link the item online please.
If you ever RMA the PSU though, please put original fan back inside before shipping it.
Avoid scratching/damaging anything, in case warranty RMA is ever needed.
its the TS edition but im not sure if that makes any difference
i dont really want to take it appart as i might break something. would a warranty cover this if it is the bearing?

Yes a worn fan would be covered under warranty and if you don't understand much about electricity I'd suggest you stay out of your PSU, lastly if you do take it apart don't screw up the stickers on the seams if they're damaged it'll void your warranty.
PSUs ramp the fan up two ways one by load and the other by temp.
Ps, the 980ti is a 250w card so as summer rolls around it'll heat up the case more with a higher ambient and if your psu ramps up by heat there ya go.
As far as killing yourself, well learn how to safely discharge the PSU; very simple to do that. And dont touch the internals or drop screws inside.
