i think the newest version is 15063 which is the creators update
you can download a new ISO here and theres an option to download the creators update if you dont have it already

In general, one should not disable security settings if one doesn't know what the deal is. I got the same message you're reporting so this is what I did temporarily to allow an app's SDK to install for testing purposes. Once it was removed, I re-enabled Memory Integrity. This may or may not work for you, though.
That said, open Windows Security UI, then Device Security section. Click the link under Core Isolation and check if Memory Integrity is toggled to ON. If it is, toggle to OFF, restart machine and see if you can open either one. If so, I would see if there are other security settings or programs which may be interfering. If not, then it's guess-work.
