Cryptocurrency miners are buying all the RX cards and 1060s causing rising prices. In the some areas the 1060 is nearly 2x as expensive now and so are the RX cards.
Thanks for suggesting a build for me. Should I leave out the SSD to stay under budget or will I regret that decision.

Actually I'm still saving up for the PC. I could see myself buying it in or around the end of the year
Do you think the RX 580 will be in stock by the end of the year?
I don't trust that PSU. I would go XFX, EVGA or SeaSonic. Some Corsairs are fine but the lower end ones are generally poor quality
I was actually considering a ryzen 5 1600 but I went waayyy over budget when I attempted a build with it.
Will the GTX 1060 bottleneck the R5 1600?
[Essentials]
Start off with a basic used computer that uses an am3+ board. Browse your local classifieds for this. It'll run you about $50-100. Remember, am3+ not am3
After that you'll want to grab the amd 8350 processor. I'd buy this new as they're both cheap, and run a little hot. Used ones probably have heat damage.
Grab an additional 4-8 gigs of ram to throw on the board. msrp $30-$60, cheaper if used.
[Storage]
You can grab a terabyte WD black for about $80 off a newegg, Personally I'd recommend getting multiple smaller drives. That way if any fail you don't lose everything. (always remember to back ♥♥♥♥ up)
From there if you want more storage you can buy used hard drives in bulk. And get one of those usb-sata adapters. It'll save you a ♥♥♥♥ ton on storage.

A gtx 660 should be able to run most stuff for you on medium settings, When buying a card though keep an eye on how much ram it has and the type. (for ex. 2gigs of ddr 3 would suck. But 2gigs of ddr5 is pretty decent.)
A 1080 would be your ideal gpu for this setup, but would be going overbudget. Grab a cheaper card for now and sell it once you have enough saved up for the 1080. (beware, you won't sell a low end card quickly)
The more ram on the card, the more you can render at once. (for ex. You'll need a couple gigs on the card if you use any of those HD grass mods in skyrim.)
[Power supply]
A 600-700watt powersupply should do you good. You can get em used...but I'd advise against it. It'll run you $40-$80.
[OS]
I'd recommend grabbing win7, but that's my personal preference. Linux is getting pretty good these days as well, working out of the box even.
If the pc you bought does not have a cd drive it would be best to grab one now. It'll make installs so much simpler, and it's necessary if you're going the win 7 route.

This setup should get you going and all that. Your first upgrade you're going to want to get a better case. Preferably something with fans on the front, back and top. You can get a used one for about $20, throw some led's and paint it up etc. Whatever floats your boat.
Remember, bigger case fans = quiter case.
Bigger heatsink = cooler computer.
You can also build an aftermarket cooler for your gpu. Honestly it's just a hunk of metal with fins.
Remember to keep air flow in mind. You want cool air coming in one direction, and hot air coming out the other. Cool air falls, hot air rises.
