$130 GTX1050ti ^ much the same as the gtx960 but with better DX12 support.
In between there's the GTX1060 3GB around the GTX970 performance but with the lower 3GB vram it might cause a problem now or later on, I'd just avoid the 3GB 1060 version.
AMD Rx 580/570 cards are gone crypto mining ate them up and the GTX1060 / 1070s are next on the video card endangered species list, lol.

It's hard to find direct comparisons of old hardware so you have to back track ^r9 270 vs GTX960.

Or a used GTX 980, 1060, 1070, ..
Ya the Rx580/70 are so gone there're even wait lists for them.
The GTX1060 is still available but I'd move on it if he goes that way or it'll be gtx1050ti or Rx460/560

1050ti is the better option though compared to 460/560. ^
