Build an entirely new PC; there is nothing usable from this old "Media PC"
- RAM
- Motherboard
- GPU
- PSU <-- Depends what model it is, you need to open the side of the case, and tell me what the model is, or take a picture of it and upload it to imgur.
- Case
- Keyboard + mouse
- Monitor
What I listed that you need to replace you need to work on, or have fun doing all that stuff you wanted with limitations. So you will need to save up a lot more than $100.
Get a better CPU, and the GPU will hold it back.
Bottom line you need to save up for a whole new PC.

Also you said you wanted to do "video editing and Cemu Wii U Emulator and Citra 3ds Emulator" so again you don't have an option really, save up, or just stick to conosle.
That PC will run MineCraft just fine.

Besides we're not even allowed to discuss those things on Steam, it's against policy.
Surely no sense in upgrading that system. At least the GPU could be carried over to another system in the future. Once the OP has a better GPU, everything should be fine for what wants to do. Then after that, save up towards doing a brand new build, around Intel LGA-1151 or AMD AM4; then put the GPU into that system.
