The 5500 XT is only better in power usage, not worth 40$ more.
Mostly the same ^.
Ps, maybe your friend could drop his price a little 130 euro seems a bit steep for used.

New 177 ^.
CPU-AMD r5 1600AF or r3 3100
Mobo - Asrock b450m pro4-f or Msi b450m-vdh max
Ram - DDR4 16Gb 3200MHz G.Skill or HyperX Fury
SSD - Crucial BX500 120Go (for windows)
HDD - 1Tb Seagate Barra Cuda 7200rpm
PSU - Sea sonic S12III 550W or Sea sonic Core GC 500W (80+gold)
Case - Zalman M3 Plus
and GPU RX5500XT, RX580, RX5600XT or GTX 1660 Super
with RX5500XT and RX580 both builds are around 700-750€ (with the other GPUs it can go up to 900€ max)
I'd recommend Gigabyte's B450M-DS3H over either of the boards you mentioned, it's the overall best budget B450 and often cheaper.
HyperX RAM doesn't have as many kits on QVL as Corsair Vengeance LPX and G.Skill Ripjaws V kits.
BX500 has no DRAM, I don't recommend it. Look for cheap SSD models that have DRAM, such as MX500.
Seagate's HDDs aren't as reliable as Western Digital's from my experience, just get a WD Blue or Black
For an RX 580 I would recommend more wattage (at least 550 watts), it does use quite a bit of power despite its performance, and a decent quality PSU like Corsair's CXM or TXM, which are better than the S12III. It's important to pay attention to how much power the 12V rail can output, because while it may say 500W on the label, the 12V rail may not output anywhere near 500W, a common thing with cheap power supplies. You can calculate how many watts the 12V rail outputs by multiplying the maximum power in amps by 12, so a good 500W would be around 40 amps on the 12V rail.
but yeah as you said, i might get a better SSD, Mobo and a PSU (i didnt really understood the RAM part, should i go for 105€ HyxerX or 98€ Gskill *exact same stats * ?
I play Far Cry 5 with no complaints on my GTX 970.
If your ok with 1080 and medium-high'ish settings for most games I think you'll be fine.
Some people say they are fixed and some still say they have issues. I used some AMD cards in the past but there have always been more problems with them for me then with Nvidia cards so I`m quite firmly in the team green now so maybe I´m kinda biased but I would not buy RX 5000 series card for myself, RX 500 series was somewhat solid but those are basically outdated now and they too had their share of issues for me while Nvidia usually just plain works.
The only "bad" RDNA GPU is the 5500 XT, because the 1650 SUPER is just better. The 5600 XT's value depends on what 2060 prices are like in your area. If it's cheaper, probably better off with the 5600 XT. The 5700 series cards are where it's at though, because the 5700 is a few percent behind the 2060 SUPER in performance but costs a fair bit less, while the XT model is a few percent behind the 2070 SUPER but costs as much as 20~25% less. AMD may not have very high end GPUs right now, but they win in price/performance and their power efficiency is currently the same as NVIDIA's.
