Constant Onscreen Caps-Lock Notification
I have had this problem for a while now and it has gotten more and more annoying as time passed by. Whenever I press my caps lock key, a onscreen notification pops up saying "Caps Lock ON" or "Caps Lock OFF" and it gets in the way of some games and recordings. I have already looked up several "fixes" and attempted these methods. None have been successful and now I am asking if anyone else has ran into this issue and if there is a way to get rid of the onscreen notification. Thank you in advance!

Edit 1: Wallpaper Engine is not the issue, because I have had this issue both with and without Wallpaper Engine.

Maybe this might help
The two links that you provided were amongst the many recommendations that I found on the internet and they both did not work. In the second link, the people recommend going to "Screen Configuration" in the Advanced Display Properties tab, however I do not have this tab. I searched this up even more and it appears only certain people have this. Sadly, I am not one of those people.
do you have another windows account?
if yes, login tot hat account and try if the issue is persistent or not.

This worked for about 30 seconds after logging in and the notification started popping up again.

That's a windows accessibility feature I'm pretty sure, google it, I can't remember how to turn it off, it's like sticky keys notification!
I went through the ease of access settings and I found the options to turn off the sound and notifications for sticky keys, tab, and other stuff. I searched up several ways to turn off the caps lock notification through this setting, but there doesn't appear to be one...

To show/hide alerts visually in Windows 10 when using Caps Lock or Num Lock:

Select the Windows icon on the Taskbar.
Select Settings (Gear icon).
Select Ease of Access.
Select Keyboard from the left pane.
Navigate to Use Toggle Keys.
Set the Play a sound whenever you press Caps Lock, Num Lock, or Scroll Lock option to On/off

Have you looked for a firmware update?

Also, Settings - search 'advanced keyboard settings' - language bar options, advanced tab and check the caps lock is set.

The fix that worked for me was to completely reinstall windows but there is something I didn't try. You should try running system file checker before doing a reinstall of windows. Heres a guide on how to run sfc... hopefully it works so you dont have to reinstall.

Application "Logi Options+" for my Logitech mouse & keyboard was causing this. Can be turned off in application settings.

I tried that but even that isnt helping. Whenever I play a game and press caps, I see the noti on my monitor caps on/off.
Anyone know how I can fix this? I tried the sfc scan it said it found some corrupt files and fixed it but nothing changed

I checked everything, but I would never guess it is the Dell software, as I only have a Dell webcam :)
