Do you have any graphics card right now? Or are you using the Intel graphics?
I'm sorry, there's nothing I can recommend that would make a difference. Not with your budget. If you can scrape to 600 you could build a new system, but that's really as low as you can go in 2018.

You would be on a quad core which would be mile better than any core2duo and with a gpu. It will do fine for most game (can even play pubg at 45fps)
It's better to wait and to get a good system tomorrow, than a potato today.
The very cheapest build you could try would be https://pcpartpicker.com/list/R2tgzY it's not going to hit more than medium settings, but should play most games at lower settings and be fine for e-sport.
Hes still not going to be able to play any demanding games however as it does not have anything but integrated GPU.
