Most 960 benchmarks use results of the 2GB model, where the 4GB model is more or less identical in performance to a 1050ti.
So, if you have a 2GB model, lookup 960 vs 1650s comparisons, if you have the less common 4GB model lookup 1050ti vs 1650s comparisons,
Either way you will be looking at a solid 40%-80% increase, depending on title and rez.

With that Ryzen 5 3600 - absolutely. In fact, that CPU could drive a much more powerful GPU than even the 1650 S if you wanted, especially at higher resolutions.
You should consider saving up a bit more and waiting for the new RTX 3000 or RDNA 2.0 GPUs from nvidia and AMD respectively.
The Ryzen 5 3600 is a gaming beast in today's PC market. You'd need a top tier GPU to really unleash that hound right now.

most gpus have a good amount of vram for their capabilities
rarely does one not have enogh, but more often the lower end ones have more than they can effectively use
you can allocate 16g of system ram to vega igpu, but it will not make it any better than 4g
Its a waste of money those cards are weak.
From my side i would suggest for you gtx 1080 its cheep and has good performance.
Or wait to end this year ( prices will fall) and buy RTX 2070 or 2080 with raytraicing.
But personaly i have GTX 970 and have 60FPS in GTA5 and Borderlands 3 with rest good things which i will play on it to end this year.
Or a 2060 KO.
