Check the CPU temps using software such as Hwmonitor. Likely it's overheating and throttling for it's life. If this is the case either the fan is not spinning or the cooler isn't installed correctly.

If it's indeed overheating return the laptop, it's defective.

cant check temps its in the system restore process right now the laptop was fine for the 2 weeks i had it
i put my hand on the double fan on the bottom and i dont feel anything and there is no sound
If it's under warranty, see if they'll replace it. Don't mention anything about a surge/outage, just say it was working fine one night, you left it to charge and when you turned it on it was busted. Surges usually aren't covered under manufacturer warranty, and you're not even sure the surge caused the damage.

Most people don't have insurance for that sort of thing either. You would have noticed other appliances getting toasted if it was the surge.

I'd say give it a few weeks to see if it holds up.

Wipe the laptop clean of all partitions and data and use your own self made Win10 64bit usb flash drive.

Get the drivers from Amd, Realtek, etc.

I would advise against this. Don't wipe the recovery partition, sometimes you need those custom drivers and proprietary crapware to make a laptop work.

You wouldn't want to lose some odd proprietary fan control driver that's literally the only way to make your laptop run as cool as intended (yes, this did happen to me).
i dont this laptop came with recovery partition it just says to use he cloud recovery from microsoft

there is no separate drive entry for recovery in This PC like my other computers

A broken device isn't going to magically fix itself..

Horrible advice. And wrong. You clearly don't know what you are talking about.

Customized drivers aren't required for a device to work, they don't provide any extra functionality. I actually highly recommend you nuke all the customized crap like the Intel HD driver and install the vanilla one staight from the device manfacturer. Reason: The only reason a device runs custimized drivers is to increase it's battery life which system manufacturers love to advertise. Downside to this 30 minutes of extra battery life (at idle screen turned off) is a large hit to performance.

Any drivers for other weird devices will be available on the device's drivers page on the manufacturer website and usually also through Windows Update. The majority of the crap OEMs bundle with their laptops you don't want, it's all useless garbage.

The recovery partition is just a backup of the bloatware and should be nuked. Windows already has enough malware and spyware in it, the OEM adding more will not make the device run any better.

Always nuke Windows and reinstall it when buying a new machine.

Never need that, that's just typical OEM bull...

Any drivers or software needed can be downloaded from the makers support site for that model of laptop. But usually only things like TouchPad driver and software is needed. The rest of the drivers should be grabbed from the actual chipset makers, just like you would for a Desktop. Otherwise you can't update them. As you can't update the oem pre-installed drivers with newer official stand alone drivers
