Steam downloads slow WITH LINKSYS ROUTER but fast WITH MODEM
As the title says, I'm getting abnormal download speeds
when my PC is connected with router on line. (not by wifi)

This is my current network status and speed test results

ISP: 500Mbps
Modem: provided by ISP
Router: Linksys Velop AC1300

1. Connected directly from modem to PC
Speed Test: about 450Mbps
Steam: about 450Mbps

2. Connected from modem to Linksys router to PC (on line)
Speed test: about 450Mbps
Steam: about 90Mbps

3. Connected from modem to Linksys router to PC (on Wi-Fi)
Speed test: about 450Mbps
Steam: about 90Mbps

I've tried reseting my router and checked every single settings on router's settings page.

I've followed the "slow download speeds" and "Using a router with steam" topic on here as well to no help.

If that was the case, I won't be getting 450Mbps speed when I directly connected my PC to modem.

Will likely be why.

Router is running QoS or similar filtering and lowering steams download priority.
Do you use a mesh network? Often times those little pods/repeaters aren't as fast as a full blown router.

I've checked every single settings on the page but couldn't find them activated.
I think there's QoS set by manufacturer to secure fast overall connection to every users on network.
I'm testing on other router and will let you know if the problem's solved.

I'm using only one router but thanks for the reply :)

I've tested with very cheap router, provided by ISP and got the following results:

4. Connected from modem to cheap router to PC (on line)
Speed test: about 450Mbps
Steam: about 450Mbps

5. Connected from modem to cheap router to PC (on Wi-Fi)
Speed test: about 400Mbps
Steam: about 400Mbps

I think the Velop routers are limiting bandwidth per client to provide better network environment.

you might as well get free technical support (live chat):
https://www.linksys.com/us/support-article?articleNum=247426#product-chat

or linksys twitter:

---
also, try a different LAN port on the router when wired and change to another channel when on WiFi.

+++Edit+++

I've tried with other laptop.

6. Connected from modem to Linksys router to laptop (on Wi-Fi)
Speed test: about 400Mbps
Steam: about 400Mbps

Pretty much every ISP as well as online services are limiting bandwidth per IP# to avoid congestion while many are working from home or still have stay at home orders during this lock down. Even with many areas opening up many public areas, many will still be working from home, most likely for longer then we first expected. Not just mom's and dads, but also children still in school, now doing that at home and online.
